Article I: Name of the Organization

The name of the association for home childcare providers shall be called the Will County Childcare Association or W.C.C.A.


Article II: Organization Objectives

The objectives of the W.C.C.A. are: to improve the quality of care offered in childcare homes, to raise the professional status
of Home Childcare Providers, to heighten public awareness of the importance of family childcare homes in the spectrum of
childcare alternatives, and to assist parents in finding quality care for their children.


Article III: Policies

The W.C.C.A. shall meet monthly from September to May.   The General meeting will be held on the third Thursday of each
month at 7:00 pm and last nor more than 2 hours, unless it is a special meeting or is otherwise anounced.  A planning meeting
will be held in the summer to discuss various topics for the coming year.  Meeting time, date and place will be determined and
given to all members.

All expenditures over $50.00 are to be approved by the board.

The members of the board will make the decisions concerning the W.C.C.A..  When the board needs to vote on an issue, it can
only do so if a 2/3 majority of board members are in attendance.  If the attendance requirement is not in compliance, then the
vote will be postponed.


Article IV: Membership and Dues

Any licensed or licensed exempt home childcare provider who pays the annual dues will be a member of the W.C.C.A..  Dues
are $50.00 per year.  Membership dues are to be paid to the treasurer by August.  An early bird membership due is $40.00, if
paid by May 31.  All members who pay by August will be included in the membership list.  Any member who pays after August
will be included in the monthly newsletter and members will be responsible for updating their membership list.  Membership
dues are paid annually.  Nonmembers who want in service hours but do not want to be a W.C.C.A. member will pay a $10.00
fee to come hear a speaker.  Nonmembers are welcomed to come to a W.C.C.A. meeting and may come to one meeting free,
without paying a fee.  These individuals will not be put on the referral list.


Article V: Officers and Their Election

Offices held in the W.C.C.A. will be the following: 2 Co-Presidents, Treasurer & Membership, Political Advocate, Sunshine &
Phone Tree, Hospitality, Education, Newsletter & Secretary, Referral Coordinator, and Publicity.  Officers serve at least one
year but there is no restrictions to the number of terms.  Anyone can be an officer as long as he/she has been a member of the
W.C.C.A. for at least one year.  Nominations are held during the March meeting.  Nominations are taken verbally from
members from the floor.  Elections of officers are held at the April meeting.  Each officer has to have a simple majority in
order to win.


Article VI: Duties of Officers

The
Co-Presidents preside over all monthly meetings and board meetings.  
The
Treasurer will collect and record dues, approve/pay bills, keep the checkbook and bank records, and give a monthly
report.
The
Political Advocate will inform membership of legislation being proposed on a state and national level.  
Sunshine & Phone Tree will telephone members whenever necessary and send notes to members whenever necessary.  
Education will inform members of upcoming workshops or conferences available to attend.  
The
Newsletter & Secretary shall publish a newsletter, send out notices of meetings, maintain a mailing list, and keep records
of meeting attendance.
The
Referral Coordinator shall keep records of daycare openings of members.  
Publicity will advertise meetings and special events.
Hospitality brings refreshments and supplies for refreshments for general meetings.
Webmaster will keep the W.C.C.A. website updated.


Article VII: Meetings

W.C.C.A. will meet monthly from September to May.  The meetings will be held on the third Thursday of each month at
7:00p.m. or unless otherwise specified.  A planning meeting is held in the summer; all members are encouraged to attend.  
Board meetings will be held whenever needed.  The Co-Presidents will notify board members of these meetings.  All W.C.C.A.
members are encouraged to attend board meetings.


Article VIII: Procedure

Robert's Rules of Order shall govern this Association in all cases to which they are applicable and in which they are not
inconsistent with these By-laws.


Article IX: Amendments

These By-laws may be amended at any regular or special meeting of the W.C.C.A. by a two-thirds (2/3) cote of the voting
members present and voting if a written copy of the proposed amendment is sent to all voting members at least twenty one
(21) days in advance of the meeting.
The W.C.C.A. board may order and prepare a revision of these By-laws.  The requirement for notice and adoption shall be the
same as in the case of an amendment.
Any W.C.C.A. member may submit an amendment to the W.C.C.A. board.  Such amendments shall appear in writing along
with any other proposed amendments and shall be sent to all voting members twenty one (21) days in advance of a meeting.
